Minutes of the Opelousas-Eunice Library Board
Meeting held in Eunice Public Library
May 22, 2015

The meeting was called to order by the Board President, Ms. Estelle M. Perrault. Roll call was done by the secretary. Present were: Estelle M. Perrault, Alma Reed, Jack Burson, John Young and Juergen Amling. Absent ere: Jacqueline Martin, Bruce Gaudin and Mayor Reggie Tatum of Opelousas.
A new Director application was received and the agenda was changed so the Board could interview Ms. Doris Lively for the Director’s position. There was another applicant but that applicant did not have a Master’s Degree in Library and Information Science. Ms. Lively has the degree and much experience as a librarian and Director. She worked in Grant Parish Library System for 20 years, 18 of those as Director. Ms. Lively also worked in Lincoln Parish. Ms. Lively started an Outreach program in Grant Parish. She was able to pass a tax increase for the libraries from 6% to 10.9T. Ms. Lively told the Board that she know how to “pinch” pennies with the budget and works to have a great relationship with the public, civic organizations, and the schools and she is on the database committee for the State Library of Louisiana. She is also familiar with the State Library of Louisiana and the staff there. Her consultants will be Ms. Estelle Perrault, Ms. Jackie Choate and Ms. Trudy Patterson during her trial period. Ms. Lively has agreed on the salary of $48,000 for three month and an increase to $50,000 after that. Mr. Jack Burson liked the salary and the Board approved it. The New Director will be the Interim Director until her probation period is over.

The Board President and Consultants reports were the first item on the agenda discussed.

They reported on Alicia Matthews tenure to new Board Member Mr. John Young. Ms. Estelle Perrault brought him up to date on why the Board was unhappy with Ms. Gie’s job performance. Ms. Gie resigned her position before the Board meeting.

The Board was informed that Gerald Amy and a State Library of Louisiana Public Library Consultant are handing erate for 2015-2016 (July 1, 2015-June 30, 2016).

Gerald Amy has been assigned to the Eunice Library on Thursdays and Fridays. His schedule is 8 a.m. until 5 p.m. with a one hour lunch and 2 fifteen minute breaks.

Book sale, paper recycling and recycling of ink and toner cartridges are making money.

Bobbie Bordelon, Assistant Branch Manager at the Eunice Public Library was given a much deserved raise in pay. Ms. Bordelon will be making $10.00 an hour starting now.

Financial Reports
Ms. Estelle Perrault gave the financial report on the libraries finances. She asked Jack Burson to speak to the Mayor of Eunice about paying the city’s share on time to Opelousas so that the library does not have to borrow money to meet expenses. Mr. Burson said he would speak to the Mayor and Mr. Thibodeaux concerning this matter.

Old Business
Ms. Estelle Perrault will speak with Mayor Reggie Tatum of Opelousas about the books at the Opelousas City Hall. They need to be moved to the Opelousas Library where storage has been made for them.

Discussion on the proposed By-Laws was limited. The Board determined to leave the Board meeting during the day instead of nights. Everyone agreed.

New Business
New Board member Mr. John Young was welcomed to the Opelousas-Eunice Library Board. Mr. Young is very happy about being on the Board and he is looking forward to helping our libraries grow and prosper.

Ms. Estelle Perrault’s term has expired and the Board has voted to recommend that she be appointed for another term. Everyone was happy with the decision.

Mr. Jack Burson moved the meeting be adjourned. Ms. Alma Reed and Mr. Jeurgen Amling seconded.
